Scholarship for Pakistani/Azad Jammu and Kashmir nationals for Bachelor's, One-Tier Master's, Master's and PhD studies in Hungary
The Stipendium Hungaricum Scholarship Programme is a Hungarian government scholarship program for international students. The program is managed by the Higher Education Commission (HEC) in Pakistan and Tempus Public Foundation in Hungary.
The Higher Education Commission (HEC) of
Pakistan invites applications from Pakistani and AJ&K nationals for the
Stipendium Hungaricum Scholarship Programme (2024-25). This scholarship
initiative by the Hungarian Government caters to students pursuing Bachelor's,
Master's, One-Tier Master's, and PhD studies.
Stipendium Hungaricum scholarships are
available for Pakistani students who meet the basic eligibility criteria within
specified disciplines and other requirements set by Hungarian universities. The
program encompasses the following study levels:
- Bachelor's Degree (after 12 years of
education)
- One-Tier Master's Degree (after 12 years of
education)
- Master's Degree (after 16 years of education)

Eligibility Criteria and Application Guidelines
- Citizenship
The applicant must be a citizen of Pakistan/AJ&K.
- Educational Qualifications
- Applicants enrolled in the last year of their existing study programs/degrees and result-awaiting candidates are allowed to apply.
- For Bachelor's (Undergraduate Programs) and One-Tier Master's degree programs (e.g., DVM, DPharm, Medicine/Dentistry), the applicant must have completed HSSC/Intermediate degree or equivalent before August 01, 2024. Failure to submit the final degree and transcript by the specified date on the Stipendium Hungaricumportal will result in the cancellation of the scholarship award.
- For Master's (Postgraduate Programs), the applicant must have completed a 16-year Bachelor's or equivalent degree before August 01, 2024. Similar to the undergraduate programs, failure to submit the final degree and transcript on the Stipendium Hungaricumportal by the specified date will lead to the cancellation of the scholarship.
- For PhD Programs, the applicant must have completed a 17/18 years Masters/MS/MPhil degree or equivalent before August 01, 2024, and the final degree and transcript must be submitted on the StipendiumHungaricum portal by the specified date.
- Age Criteria
There is no upper age limit for applicants. However, the minimum eligible age limit for undergraduate programs is 18 years (applicants born on or before 31st August 2006).
- Application Requirements
- The applicant must fill all fields of the Hungary application form and HEC application form without leaving any column or field unfilled.
- Certificates/Transcripts/Degrees must be attested by relevant authorities such as IBCC and HEC.
- Equivalence of O & A levels from IBCC is mandatory for Bachelor's (Undergraduate Programs) and One-Tier Master's degree (OTM).
- IELTS/TOEFL scores are required where applicable by Hungarian universities.
- All applicants must submit a medical certificate of satisfactory health condition (issued not earlier than 15 November 2023).
- Post-Selection Requirements
- In case of final selection, applicants must submit a bond to HEC, committing not to change their discipline after the final award of the scholarship. After completing their degree, they must return to Pakistan to serve the country for a prescribed period, or a penalty amount will be recovered by HEC.
- Applicants must fulfill additional requirements set by the host Hungarian university/Tempus Public Foundation/Higher Education Commission of Pakistan.
- Testing Requirements
- All applicants are required to provide HAT or USAT test scores, with a minimum score of 50 out of 100. Test scores obtained on or after January 01, 2022, may be uploaded on the [HEC portal](https://etc.hec.gov.pk/). Those yet to take the test can register at https://etc.hec.gov.pk/
- Applications without a minimum HAT or USAT test score (50 out of 100) will not be considered for further processing.
- Screening/Scrutiny and Nomination Criteria
Initial screening/scrutiny will be based on USAT/HAT test scores and federal government quota policy. HEC reserves the right to modify the nomination criteria.
- Professional Degrees and Accreditation
It is the responsibility of students applying for professional degrees (Medical, Engineering, Nursing, Architecture, Law, Veterinary Medicine, etc.) to confirm accreditation from respective Councils (e.g., PMC, PEC, PNC, PCATP, PBC, PVMC, Pakistan Technology Council).
- Non-Eligibility (Ineligibility): Applications will not be considered in cases of:-
- Pakistanis holding dual citizenship.
- Applications providing incomplete or misrepresented information; HEC reserves the right to cancel awarded scholarships in such cases, even if misrepresentation is identified after the scholarship is awarded.
Financial Coverage
Tuition fees are covered by Tempus Public
Foundation. Accommodation and health funding provisions are only a contribution to
the living expenses of the scholarship holders. It means that it does not
fully cover all the costs of living and the students need to add their own
financial resources in order to cover all living expenses in Hungary. To get more visit

Available Programs:
Applicants are eligible to apply for specific scholarship types and designated study fields as outlined by the Higher Education Commission (HEC). These eligibility criteria are also determined in alignment with the educational cooperation programs established between Hungary and the sending partner, i.e., the Higher Education Commission of Pakistan. It is essential for applicants to carefully review and adhere to the defined scholarship types and study fields to ensure a successful application process.

Important Note for Candidates:
Applicants' merit will be determined based on their first-choice program. After reaching Hungary, a change of study field to a higher merit discipline is not allowed.
How To Apply?
Step 1: Tempus Public Foundation (Hungarian Side) Online Application
- All applicants must submit their applications through the online application system of Tempus Public Foundation Hungary.
- The application guideline can be accessed at https://stipendiumhungaricum.hu/
- After registration, applicants can access the application interface and upload the required documents. Note that no applications will be accepted without online submission and after the deadline.
- After applying online, applicants should obtain printed copies of their applications for record.

Step 2: HEC Online Application
- Apply online at https://scholarship.hec.gov.pk/
- After registering and filling the profile, select "Hungarian Scholarship Program."
- After submitting the application, obtain a printed copy to be signed by the applicant. The HEC online application portal will close on January 15, 2024, at 1600 Hours Pakistan Time.
- Before applying, update the HEC profile with the latest email/cell number and updated information.
- Complete and submit the application as soon as possible, considering the anticipated high traffic to the online application system close to the deadline.
- After successful submission of the application at the HEC portal, retain the printed copy of the application form signed by the applicant.
General Instructions:
- Submission of online applications at https://stipendiumhungaricum.hu/apply/ and https://scholarship.hec.gov.pk/ is mandatory. Non-submission on either of these portals will result in the non-consideration of the candidature.
- All applicants are required to provide HAT or USAT test scores, with a minimum score of 50 out of 100. Test categories are attached for applicants' information.
- Applicants who have taken HAT or USAT tests on or after January 15, 2022, may upload the test results on the HEC portal for consideration. Interested applicants yet to take the test can register at https://etc.hec.gov.pk/
- Without providing a minimum HAT or USAT test score (50 out of 100), applications will not be considered for further processing.
Document Submission and Deadlines
- Hard copies of applications and other documents are not required at the initial stage.
- At a later stage, applicants will be required to submit hard copies, including online application forms submitted at both the HEC and Hungarian websites, along with attested photocopies of original documents.
- Original medical and police clearance certificates will also need to be submitted at later stages of the application process.
- Applicants must ensure that all required documents are submitted by January 15, 2024, at 1600 hours, for initial consideration. Failure to submit documents as per prescribed requirements may result in the cancellation of the applicant's candidature.
Detailed Requirements
- Online Application Form
- Applicants must fill out both HEC and Hungarian application forms available on the websites.
- The applicants must fill out and save all requested information on the online application form in English language
- A recent photo of the applicant (taken not earlier than 2 years before the submission of the application)
- Motivation Letter
- Minimum 1 page, typed with Times New Roman 12-point font size letters
- Written in the language of the selected study programme or in Hungarian
- Proof of language proficiency and their translations in the language of the selected study programme or in Hungarian
- Scanned copy of the original proof of language proficiency, with a minimum level determined by the Host Institution AND their translations
- In case the student has completed his/her previous level of studies in the language of the selected study programme, a proof can be uploaded about the fact that the language of education was the same as the language of the study programme that the applicants is now applying for
- Translations only have to be attached if the copy of the original document is not in the language of the selected study programme or in Hungarian
- School certificates and their translations in the language of the selected study programme or in Hungarian
- Bachelor level full time programmes: scanned copy of the original secondary school graduation certificate or equivalent AND their translations
- Master level full time programmes: scanned copy of the original bachelor degree certificate or equivalent AND their translations
- Doctoral level: scanned copy of the original master degree certificate or equivalent AND their translations
- Translations only have to be attached if the copy of the original document is not in the language of the selected study programme or in English
- Transcript of Records and its translation in the language of the selected study programme or in Hungarian
- Copy of the original transcript of records regarding all academic semesters or school years completed during previous studies (in the highest level of education that the student have participated in) AND their translations
- Translations only have to be attached if the copy of the original document is not in the language of the selected study programme or in Hungarian
- Medical certificate
- Scanned copy of a medical certificate of satisfactory health condition issued not earlier than 15 November 2023
- Medical certificate is mandatory for the applicants and must be submitted until 15 April on Tempus Public Foundation’s portal.

- Certificates have to be issued and signed by a physician to declare the medical condition of the applicant (according to the diseases listed on the form)
- Scholarship holders will take part in medical examinations organized by universities upon their arrival.
- Copy of passport
- Scanned copy of that page of the passport which contains the personal data of the applicant
- Acceptance of Statement for Application in Tempus Public Foundation Hungary online system
- All applicants need to accept the “Statement for Application”
- The statement can only be accepted in the online system, therefore, scanned and signed copies should not be uploaded
- The statement appears in the online application system after registration – all applicants need to click on accepting it in order to be able to submit their applications
- Important Note about Documents Submission:
- All documents that cannot be obtained in the language of the selected study programme or in Hungarian have to be translated and the translations have to be submitted as well as the copy of the original document.
Additional Requirements
- Additional Requirement for PhD Level Programme:
- Research Plan
- Minimum 2 pages, types with Times New Roman, 12 point font size letters, written in the language of the selected study programme.
- The work plan must indicate the resources used, the docuements is checked by the universities for plagiarism.
- Letter of Recommendation
- A signed Letter of Recommendation from the applicant's former or current academic tutor or Supervisor, who has a scientific degree and has an insight into the professional work of the applicant, the letter of the recommendation must be written in the language of the selected study programme or in Hungarian.
- Statement of the Supervisor (if required by the proposed Doctoral School)
- A statement by the supervisor at the proposal Host Institute declaring the the supervisor undertakes to supervise the student's work within the doctoral programme (if required by the doctoral school)
Important Instructions for Scholarship Applicants
- Test/Interviews
- HEC reserves the right to conduct tests/interviews for initially shortlisted candidates.
- Application Submission
- Incomplete applications or those received after the due date will NOT be accepted.
- Only applications submitted in the "SUBMITTED" mode will be entertained.
- Recommendation Authority
- The recommendation of the nominating agency, i.e., HEC, will be final and binding
- Eligibility for Previous Nominees
- Result-awaiting candidates and previous HEC nominees for this scholarship may apply afresh, subject to eligibility criteria.
- Final degree and transcript must be submitted at https://stipendiumhungaricum.hu/apply/](https://stipendiumhungaricum.hu/apply/ before August 01, 2024.
- Disciplinary Consequences
- Nominated or finally selected candidates are prohibited from requesting changes in subject/discipline/study programs
- HEC will not issue a No Objection Certificate (NOC) for changes in discipline.
- Withdrawal from the scholarship after the final award may result in disciplinary action, including a ban on applying to any foreign-funded/HEC/Government of Pakistan scholarship programs for a specified period.
- Nomination Routing
- All nominations from Pakistan will be routed through HEC
- Application Deadline
- The deadline for submitting the complete application is January 15, 2024, at 1600 hrs (Pakistan Standard Time).
- Important Note Before Applying
